Autonomy Gaps

I’m currently working on a long target essay for a book contracted with Bloomsbury academic press in the new “Critical Powers” series edited by David Owen, which will include commentary by several people from different fields.  The topic is the various "autonomy gaps" between what level of decision-making capacities (and willpower) citizens actually have and what levels of competence public policies presuppose that people have (like giving people one lump-sum payment for injuries with long-term medical costs).
